Most of that growth is Houston families chasing more house for the money and higher-rated schools, filling out master-planned communities like Cross Creek Ranch, Cross Creek West, Jordan Ranch, and Fulbrook on Fulshear Creek. New subdivisions mean new roads, new intersections, and a lot of drivers who are still learning their way around.

Why Rates Haven't Caught Up Yet

Insurers set premiums largely from claims history, and Fulshear simply doesn't have much of one yet. A city built mostly in the last five years has newer vehicles, newer roads, and a thinner accident record per capita than an established Houston suburb with decades of claims data on file.
